Ambassador Anthony Mwaniki Muchiri was sworn into office as chairperson of the Public Service Commission on 22ndDecember 2021 following approval by the National Assembly and subsequent appointment by His Excellency President Uhuru Kenyatta.
Amb. Muchiri brings to the Commission a wealth of experience drawn from his 37 years of public service that includes a long stint in the diplomatic service. Prior to his appointment as chairperson of the Commission, Amb. Muchiri was serving as Kenya’s Ambassador to Cuba and concurrently as High Commissioner/Ambassador/PR of Kenya to Jamaica, Barbados, St. Kitts & Nevis, Guyana, Dominican Republic, CARICOM Secretariat since July 2018.
He joined the public service in 1984 in the administration cadre, rising through the ranks as Assistant Inspector (Inspectorate of State Corporations), Assistant Secretary (Ministry of Information & Broadcasting, and Ministry of National Guidance & Political Affairs), Second Secretary (Ministry of Foreign Affairs), and Chef de Cabinet to the Permanent Secretary, Secretary to the Cabinet and Head of the Public Service.
Between 2003 and 2018, he served in various diplomatic missions abroad and Ministry of Foreign Affairs as Counselor and Deputy Chief of Mission (Kenya Mission to the United Nations, Geneva, 2003-2005); Deputy Chief of Mission, Embassy of the Republic of Kenya to the Arab Republic of Egypt (2005 -2007); Deputy Director, Administration – Ministry of Foreign Affairs (2007-2010); Ambassador of Kenya to Libya (2010-2014): Ambassador/Advisor, Office of the Principal Secretary, Ministry of Foreign Affairs (2015-2016): and Chargé d’ Affaires, Kenya Embassy, Havana, Cuba (2016-2018).
Amb. Muchiri holds a Global Executive MBA degree from the United States International University, Nairobi; Bachelor of Commerce Degree, Nagpur University, India; and Post Graduate Diploma in International Relations, University of Nairobi. He has also undertaken numerous professional studies including Advanced Public Administration (Kenya Institute of Administration), Post Graduate Diploma in Diplomatic Studies (University of Oxford, UK), Certificate in Peacemaking and Preventive Diplomacy, UNITAR-IPA Fellowship Program in Peacemaking &Preventive Diplomacy, Africa-Egypt Diplomatic Training Program (Institute for Diplomatic Studies, Egypt), and Leaders in Development Managing Political and Economic Change (Harvard University).
Chief of Staff and Head of Public Service
Ms. Veronica Nduva is the Principal Secretary State Department for Performance & Delivery Management- Ministry of Public Service, Performance & Delivery Management following the reorganization and reconstitution of Ministries/Departments by His Excellency the President. She was formerly the Principal Secretary State Department for Gender and Affirmative Action.
Ms Nduva is an accomplished governance expert and public sector professional with over two decades of career experience across a broad array of sectors including the Kenya Government, East African Community, Kenyan Civil Society and the United States Government.
She has written a number of publications on matters gender, current affairs and global issues highlighting her knowledge on global topical issues and a clear understanding of the public sector and operations, as well as inter-agency collaborations.
Ms. Nduva has also received a number of awards and recognition for exemplary work in Governance from both local and international institutions. Away from the office Mentorship, Governance training and being outdoors are her major interests.
Ms. Nduva holds a Master’s degree in Communication and Bachelor of Arts in Political Science and Public Administration from the University of Nairobi.
Mr. Shadrack Mwangolo Mwadime is currently the Principal Secretary in the State Labour and Skills Development where he is both the Authorized and Accounting officer. He is a career civil servant who has risen through ranks and has a wealth of experience and over thirty years offering leadership, policy direction and coordination of government development projects in various counties across the nation.
He demonstrates capacity to mobilize resources and goodwill from various local and international stakeholders. He has excellent resource planning skills as demonstrated by successful completion of various government projects in the work-stations assigned. He has the ability to foster peace initiatives by application of appropriate intelligence gathering mechanisms and adopting multi-tiered negotiation approaches. He was a member of the Task Force on Provincial Administration Policy that stipulates Code of Conduct and reviewed to improve the Terms and Conditions of service for Public Administrators. In addition, he successfully established the Administration Department at the Deputy President’s Office after the Promulgation the 2010 Constitution and was conferred with the Honour Elder of the Burning Spear (EBS) in 2014 in recognition of his exemplary work and dedication to service.
Mr. Mwadime also engages in other social engagements like empowering Youth and Young Adults to positively utilize their energies, dynamism, knowledge and innovative ideas for the good of the society, preaching and leading services among others at All Saints Cathedral, Nairobi. He is a Board of Management Member – Mwasere Girls High School Taita/Taveta County and Chairman of Weni Kota Clan.
Currently, Mr. Mwadime is a PhD Student in Strategic Management at Moi University. He holds a Masters’ Degree in Business Administration from Moi University, a Master of Science in Leadership and Governance from Jomo Kenyatta University of Agriculture and Technology and a Bachelor of Arts (Economics and \political Science) from University Nairobi, Nairobi Kenya. He is a member of the African Association for Public Administration and Management (AAPAM), a professional body for Administrators.
Vice Chairperson, Council of Governors
Mrs. Mengich is the Chairperson of the Commission. She is a human resources (HR) professional and business leader, with over 25 years cross-industry experience, holding strategic leadership and board positions in Kenya, the East African region and Africa. Her experience spans public traded and private sector organizations.
Highlights of her experience include; Talent and Change Manager for Shell Oil Products Africa, Regional HR Manager for 11 countries in the East African region, HR Director for Barclays Bank, HR Director for Kenya Commercial Bank, HR Director for Smith Kline Beecham-East Africa and CEO Nuevo Consulting. She has also held board positions at Jamii Bora Bank, National Social Security Fund (NSSF) and Sovereign Group.
Mrs. Mengich is a fellow of the Institute of Human Resource Management – Kenya and holds a Master of Science in Human Resource Management, Executive Development Program from Cornel University, Advanced Management Program from Strathmore Business School (SBS) and IESE Business School in Spain. She has acquired extensive knowledge in leadership, governance, management and HR management from different development programs in and outside the country.
